Develops the overall strategic vision of the Smarter Balanced Reporting System. Through subordinate staff, creates tactical work plans to achieve strategic goals. Creates analytical frameworks for prioritizing product features to best meet strategic goals. Creates multi-year roadmap, including data-driven change-management processes, to ensure that the product evolves as necessary to meet strategic needs. Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Reviews and approves recommendations for products / services development. Provides guidance to subordinates to achieve goals in accordance with established policies.
Manages a comprehensive communications program and projects for the Smarter Balanced Consortium that supports the diverse needs of 13 state members. Designs team member oversight and workflow systems to address complex and technical issues. Oversees budget and establishes project plans as necessary including internal review deadlines to achieve audience and stakeholder-specific goals. Motivates, guides and supports subordinates to help staff grow professionally and better achieve organizational goals. Serves as part of a leadership team that addresses critical and emergent issues that can have system-wide and multi-state effects.
The Chief of Staff will have executive oversight regarding Human Resources as well as communications, both vital to the continued development, implementation, and oversight of organizational policies that will maintain the institution’s team-oriented, high performance, and inclusive culture. The Chief Program Officer (CPO) is accountable for oversight and strategic direction around psychometrics and test design, item development, test packaging, teaching and learning within English Language Arts (ELA) and mathematics, data analysis, and accessibility. The Chief Program Officer (CPO) provides executive leadership and assessment expertise to team members, working in partnership to create high quality product content that is relevant to the field, supports the strategic direction of the organization, and is aligned to member needs.

Responsible for directing the data analysis and psychometrics unit and the staff and activities related to data analysis, data cleaning, and psychometrics. Establishes operational objectives and work plans and delegates assignments to subordinate managers, and staff. Objectives should be aligned to the Smarter Balanced strategic plan, vetted and reviewed by senior staff, stakeholders, and technical experts to determine priority and likely degree of success and priority. Responsible for preparing and managing the budget for the team. Directs the development of data systems that support the export of item and test information necessary for service providers to administer tests, operational procedures and ad-hoc inquiries.

The Psychometrician will conduct analyses and provide technical guidance regarding the technical measurement aspects of assessments that are part of the Smarter Balanced Assessment Consortium. The Psychometrician applies extensive knowledge as a research professional with an in-depth understanding of statistical and/or other analysis techniques designed to support research projects of broad scope and complexity.

Applies skills as a seasoned, experienced project management professional with a full understanding of multiple project management frameworks and methods (e.g. waterfall, Agile, etc.). Demonstrates competency in selecting methods and techniques to manage projects of diverse scope, size, impact, budget and/or project team size. Applies relevant policies and procedures to resolve a wide range of issues related to the initiation, planning, execution, and closing of projects.
