Celebrating Innovation with Smarter Balanced

The Smarter Balanced Assessment Consortium is excited to announce the Teaching and Learning Innovation Awards. These awards offer up to $10,000 to public school districts that reside in each one of the Smarter Balanced Member jurisdictions (California, Connecticut, Delaware, Hawaii, Idaho, Indiana, Michigan, Nevada, Oregon, South Dakota, U.S. Virgin Islands, Washington).

We welcome submissions that showcase innovative practices, strategies, methods, or interventions designed to enhance teaching and student outcomes.

The Teaching and Learning Innovation Awards aim to:

  • Highlight and promote innovative practices using Smarter Balanced resources;
  • Inspire creative ideas for leveraging the Smarter Balanced Assessment System; and
  • Increase awareness of the system's capacity to enhance teaching and learning goals.

Awardees will be featured on Smarter Balanced media platforms, showcasing their replicable and scalable evidence-based practices.

Award Information

Award Priorities

Priority will be given to strategies that accelerate student learning or enhance outcomes in areas such as:

  • Narrowing achievement gaps

  • Engaging students in assessments and instruction

  • Learner-centered instruction (e.g., student agency, student voice, etc.)

  • Evidence-based interventions for learning

  • Student mastery, competency, and personalized learning

  • Data-driven and needs-based approaches

While not required, the following areas are also of interest:

  • Inclusive practices and accessibility for all learners

  • Strategies for English learners and students with disabilities

  • Professional learning communities

  • Assessment literacy training

  • Collaboration with higher education or college/career centers

  • Enhanced reporting for parents/caregivers

Award Value

Smarter Balanced may award up to one award in each jurisdiction for a total amount not to exceed $10,000.

Unused funds may be redistributed, and future awards may increase based on the program’s success.

Promotional Period - September - October

Application Period - November 12, 2024 - February 2, 2025

Application Stage 1 Deadline - January 5, 2025, at 11:59 p.m. PT  

  • Applicants must complete Steps 1-2 by this deadline to be considered for the award

Smarter Balanced has the discretion to adjust the timeline as necessary to reflect needs of the program. Updates will be posted on the website and participants are encouraged to check back periodically to see if any changes have occurred.

Review Criteria

Confidentiality of the Smarter Balanced Review Process

All materials related to the Smarter Balanced review process, including rater’s personal notes, scoring sheets, and other documents related to the evaluation of proposals, will not be released  

Review Process

The following guidelines apply to all applicants in the Smarter Balanced review process:

  1. Application Completeness: Please note that proposals may be determined ineligible on the basis of exclusions. It is at the discretion of Smarter Balanced reviewers to determine if the proposals fit the Guidelines. There is no option for applicants to appeal the determinations of reviewers' based on ineligibility or scoring. 
  2. Recommendations for Candidacy: Final scoring made by the Review Committee for announcement of the awards will remain confidential until Smarter Balanced has made its final announcements.  
  3. Handling of Sensitive Information: As described in the Guidelines, any sensitive, proprietary, or intellectual property information included in applications must be explicitly stated. Applicants must acknowledge the following requirements within the Awards Management System (AMS).  
  4. Post-Review Protocol: Following the conclusion of the review period, all materials related to the review process, will remain confidential, will not be released to applicants, and will be retained by Smarter Balanced for a period of two years to support continuity of scoring from year to year.  

By adhering to these guidelines, the Teaching and Learning Innovation Awards Program ensures that the evaluation process is transparent, impartial, and respectful of the innovative practices and hard work represented by each applicant.
